Communiqué on Amendment of Communiqué of Rice

Objective

Article 1 — The objective of this Communiqué is to determine the specifications of cargo rice or brown rice, milled rice, and less scalded rice presented for human consumption in packages or as bulk in order to provide production, preparation, processing, preservation, storage, transportation and marketing under proper technical and hygienic conditions.”

Scope

Article 2 — This Communiqué covers cargo rice or brown rice, milled rice or less scalded rice presented for human consumption in packages or as bulk. It does not cover sticky rice or products derived from rice.

Legal Basis

Article 3 — This Communiqué has been prepared in accordance with Turkish Food Codex Regulation published in the Official Gazette, dated 16/11/1997, reiterated no.23172.

Definitions

Article 4 — The terms mentioned in this Communiqué;

a) Rice; means the grain product obtained by the removal, partially or wholly, of the embryo, husk and aleurone through applying various grinding processes after the glumes of the paddy, the fruit of the culture plants included in Oryza sativa L. Species are peeled by proper techniques ,

b) Paddy; means the grains the glumes of which has not been peeled after harvest,

c) Cargo or brown rice; means the grain only external glume of which has been peeled,

d) Milled rice or white rice; means the peeled rice, the embryo of which has been  taken, bran part of which has been partially or wholly separated by grinding,

- Less milled rice; means the rice obtained by partial grinding of peeled rice,

- Well milled rice; means the rice obtained by the partial removal of the seed and the whole outer stratum and big portion of the inner stratum in the peeled rice,

- Very well milled rice; means the rice obtained by the removal of the whole outer stratum of great portion of the embryo, very great portion of the inner stratum and a part of the endosperm inside the peeled rice,

e) Less scalded rice; means the paddy, cargo or brown rice and milled white rice immersed in water and subjected a thermal process untill its starch is gelatinized completely, and thereafter dried,

f) Long grained rice; means the rice the grain length of which is greater than 6.0 mm and length/width ratio of which is between 2 and 3 at the same time; or the grain length of which is greater than 6.0 mm and the length/width ratio of which is equal to or greater than 3 at the same time,

g) Medium grained rice; means the rice the grain length of which is between 5.2 mm and 6.0 mm and length/width ratio of which is less than 3,

h) Short grained rice; means the rice the grain length of which is equal to or less than 5.2 mm and length/width ratio of which is less than 2,

ý) Broken grain; means the rice grains more than 1/4 of which are broken,

i) Raw grain and cretaceous grain; mean the green or greenish colored grains obtained from unripe or immature paddies; and grains that has become dull, milk white in color due to several reasons, and has chalk appearance,

j) Mandýk or red grain; means the grain the surface of which is coated with red colored pericarp,

k) Red-lined grain; means the grain including red lines of various intensities as a residue of pericarp which are not peculiar to species,

l) Defective grain; means the grain paled due to heat, humidity, disease, infectation with insects or other reasons, which includes black and brown spots of various sizes or grain with insect erosion,

m) Foreign substance; means organic substances such as dead insects and pieces, foreign seeds, husk, bran, straw except rice grain and inorganic substances such as stone, sand and soil.

Product Specifications

Article 5 — The specifications of the products within the scope of this Communiqué are as given below:

a) Rice should have distinctive taste and odor, should not include apparent moldy grain, live insect, moth and bestial residues.

b) Maximum humidity of rice should be 14.5%.

c) Rice of different specifications shall not be mixed and then marketed as such.

d) Dead insects and pieces should not exceed % 0.1.

e) The amounts of other organic and inorganic substances should not exceed the values given in ANNEX-1.

f) Broken grain ratio should not exceed 8%.

g) Cargo or brown rice and paddy amount in milled or white rice should not exceed 0.05%, separately.

h) Paddy amount in cargo or brown rice should not exceed 1%

Additives

Article 6 — The products covered in this Communiqué must comply with the provisions in Chapter 2 of Turkish Food Codex Regulation.

Contaminants

Article 7— The products covered in this Communiqué must comply with the "Contaminants" chapter of Turkish Food Codex Regulation.

Pesticide Residues

Article 8 — The pesticide residues in the products covered in this Communiqué must comply with the chapter 5 of Turkish Food Codex Regulation.

Hygiene

Article 9—The products covered in this Communiqué must be produced according to the general provisions in the chapter 7 of Turkish Food Codex Regulation.

Packing and Labeling-Marking

Article 10 — The packing and labeling of products covered in this Communiqué must comply with the chapter 9 of Turkish Food Codex Regulation.

Transportation and Storage

Article 11 — The transportation and storage of the products covered in this Communiqué must comply with provisions in Chapter 10 of Turkish Food Codex Regulation.

Sampling and Analysis Methods

Article 12 — The provisions in chapter 11 of Turkish Food Codex Regulation must be applied during sampling of the products from the production line and storage room. Samples should be analyzed according to the internationally adopted methods.

Registration and Inspection

Article 13 — The establishments producing and selling the products covered in this Communiqué are obliged to obey the provisions of this Communiqué during registration, authorization, importation procedures, control and inspection. The establishments that do not obey these provisions are subject to legal procedure according to the provisions of the Decree Law No 560, dated 24/6/1995, on Production, Consumption and Inspection of Foodstuffs.

Inspection

Article 14 — The provisions of this Communiqué are inspected by the Ministry of Agriculture and Rural Affairs and the Ministry of Health according to the Decree Law No 560, dated 24/6/1995, on The Production, Consumption and Inspection of the Foodstuffs.

Provisional Article 1 — Presently active establishments producing and selling the products covered in this Communiqué are obliged to obey the provisions of this Communiqué within 1 year, while this period is 30 days for importer establishments. The establishments and markets that do not make the necessary modifications during this period are not allowed to operate. These establishments are subject to legal procedure according to the provisions of the Decree Law No. 560.

Enforcement

Article 15 — This Communiqué enters into force on the date of publication.

Execution

Article 16 — The provisions of this Communiqué are executed by the Minister of Agriculture and Rural Affairs and the Minister of Health.

Communiqué on Amendment of Communiqué of Rice
 (Communiqué No: 2002/12)

 

ARTICLE 1 — Article 1 of “Turkish Food Codex Communiqué of Rice” published in the Official Gazette, dated 19/4/2001, numbered 24378 has been amended as follows.

‘‘The objective of this Communiqué is to determine the specifications of cargo rice or brown rice, milled rice, less scaled rice and broken rice presented for human consumption in packages or as bulk in order to provide production, preparation, processing, preservation, storing, transportation and marketing under proper technique and hygienic conditions.”

ARTICLE 2 — Article 2 of the same Communiqué has been amended as follows.

“This Communiqué covers cargo rice or brown rice, milled rice, less scaled rice or broken rice presented for human consumption in packages or as bulk. It does not cover sticky rice or products derived from rice.”

ARTICLE 3 — Paragraph (ý) and (m) in Article 4 of the same Communiqué have been amended as follows.

“ý) Broken grain or broken rice; means rice grains more than 1/4 of which have been broken,”

“m) Foreign substance; organic substances such as insect and insect pieces and residues, foreign seeds, husk, bran, straw other than the rice grain, and inorganic substances such as stone, sand and soil,”

 

ARTICLE 4 — Article 5 of the same Communiqué has been amended as follows.

“a) Rice should have a distinctive taste and odor, should not include apparent moldy grains, insect and insect pieces and residues, bestial wastes and residues.

b) Maximum humidity of rice and broken rice should be 14.5%.

c) Rice of different specifications shall not be mixed and then marketed as such.

d) The amounts of organic and inorganic foreign substances should not exceed the values given in ANNEX-1.

e) Broken grain ratio in rice should not exceed 5%.

f) The amount of cargo or brown rice and paddy in ground or white rice should not exceed 0.05%, separately.

g) The amount of paddy in cargo or brown rice should not exceed 1%.”

ARTICLE 5 — Article 10 of the same Communiqué has been amended as follows.

“Packing, labelling and marking of the products covered in this Communiqué must comply with “Packing and Labeling-Marking” chapter of  “Turkish Food Codex Regulation”. The followings should additionally be stated on label;

a) Harvest Year,

b) Grain length should be identified as long, medium and short

ARTICLE 6 — Title of the table in the Annex-1 of the same Communiqué has been amended as “Organic and Inorganic Foreign Substances” and the following statement considering broken rice has been added to the end of the table.

 ARTICLE 7 — The fifth column in the following has been added to come after the fourth column in the table “Quality Criteria on Defective Grains” in the Annex 2 of the same Communiqué.

Provisional Article 1 — Presently active establishments producing and selling the products covered in this Communiqué are obliged to obey the provisions of this Communiqué within 1 year, while this period is 30 days for importer establishments. The production facilities that do not make the necessary modifications during this period are not allowed to operate. At the end of above mentioned periods, legal procedure is applied to these production facilities and the establishments that sell the products that do not meet the provisions of this Communiqué, according to the provisions of the Decree Law No. 560

ARTICLE 8 — This Communiqué enters into force on the date of publication.

ARTICLE 9 — The provisions of this Communiqué are executed by the Minister of Agriculture and Rural Affairs and the Minister of Health.
